The Demise of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of contrasting events captured the harsh reality of the current period. By day, political struggles are waged: positive announcements are delivered from multiple capitals. Significant resources is devoted on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "peace".

After-Dark Attacks

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capacity enabled by current data. From witness perspectives, defense planes that had been dispatched to engage hostile guided weapons roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through Western nations. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from ruin and another blackout.

Ongoing Risks

Soon after, a large-caliber weapon fired at a unmanned aircraft close by, part of a rapid response unit – probably imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.

Periodically, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's essential dependence on international aid – a need that neighboring countries are evidently unprepared to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new approach from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, certainly, continue.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership functions according to a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is unfeasible to pressure the Kremlin to surrender the territory that it presently holds in Ukraine's occupied territories.

The problem is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from assuming that the current condition will not change more in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding lives and land but averting a complete military breakdown until circumstances change in its advantage.

Current Realities

Factually, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not move to internal issues. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
